Terrestrial trunked radio (tetra) is an open digital trunked radio standard for professional mobile radio users. tetra is defined by the european telecommunications standardisation institute (etsi). the tetra mou (memorandum of understanding) was established in december 1994 to create a forum which could act on behalf of all interested parties, representing users, manufacturers, application providers, integrators, operators, test houses and telecom agencies.
